Kenya May Be Able to Solve Displaced Peoples Problems!

Kenya has drafted new national policy to treat internally displaced people and prevent future displacement, news says. The new policy came to fulfill Kenya's obligations towards the international Internally Displaced People (IDP) code.
Kenyan officials in Nairobi said on 17 March, the drafted policy has expanded to cover displacement that happens due to political, resource based conflicts and the crises of the nature. It takes care of the development projects that force people from their homes without having access to proper relocation.
The new policy aims to address the root causes that make people flee their homes and sustain the people in their regions. It includes remaking of the laws to address historical injustice, including the national land policy of the year 2009, which is the cause of conflicts and displacement.
The ambitious policy stresses on the criminality of arbitrary displacement and allows the review of existing laws that deal with impunity.
Calls to overlook the increasing corruption, the lack of medical treatments for farmers and women's reproductive health have influenced the making of the policy, which aims also to give roles to stakeholders and to create the IDP fund that will increase accountability.
With the increasing calls to harmonize the new IDP policy with the other legislations to make it effective and the calls to make a new constitution, a referendum on the new constitution will take place this year.
Observers say the drafted IDP policy made out from the African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa could be of value to address the IDP issues.
Despite the optimistic news, human rights organizations have been alerted and reported loopholes in the procedures to address this situation, which continues to increase the numbers of internally displaced people in Kenya. The Kenyan ethnic groups include the Kalenjin, Kamba, Kikuyu, Luhya, Luo, and Meru peoples.
Violence between the Kalenjin and Kikuyu ethnicities in the central and northern Rift Valley after the elections of December 2007 resulted in killing, raping and forcing displacement of 650,000 people from all of the communities. 300,000 of the vast majority of displaced Kalenjin have not been registered by the Ministry of Internal Security, or received any support according to the ministry's program.
Ethnicity conflicts, which increase the numbers of IDPs seem at the same time to work even inside the ministries of the government, such as the Ministry of Internal Security. Through the ministry's special programs for IDPs the Kikuyu working there favorite their people in the programs and thus showing discrimination at top rates.
Signing and ratifying the African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa seen lights in Kampala Convention, which forbids discrimination shows nothing when getting into the practical methods on the grounds dealing with different ethnic IDPs, as shown across Nakuru and Uasin Gishu counties.
