The Intergovernmental Authority on Development!

The Horn of Africa's Intergovernmental Authority on Development (IGAD) is an independent NGO, or at least it should be. There is no way to get deep into politics unless it deals with political conflicts, as these de facto political conflicts affect the development in the Horn of Africa.

From this point, the intergovernmental authority on development should deal with such political conflicts through a separate mechanical arm inside the authority that should hold the political leaders responsible of such conflicts. This mechanical arm should search, investigate, and provide resolutions to political conflicts.

I am speaking about my understanding, which could be obvious. However, this is what I anticipate. According to this understanding, the intergovernmental authority should be an authority above the political leadership in the region.

There should be a mechanism to connect the authority to the African Union and then to the United Nations, if it fails in addressing any issue because of the interference of the leadership, the complexity of the conflicts and the unfair or the lack of mechanism the resolution needs to work.

What happens until now is that the leaders decide behind the scene the outcomes of the issues the authority overlook.

Therefore, the authority lacks credibility and transparency while dealing with such issues.
